On August 1, 2013, Illinois joined the 19 other states and DC that have medical marijuana laws benefitting seriously ill patients. Kansas, however, is not so quick to jump on board. Although Senator David Haley introduced Senate Bill 9, Enacting the Cannabis Compassion and Care Act, the bill quickly stalled after being referred to the Senior Health and Welfare Committee in January. Similarly, a second medical marijuana bill, House Bill 2198, Cannabis Compassion and Care Act, was stalled after being referred to the Committee on Federal and State Affairs in February. Neither bill received a hearing or a vote.

Penalties against possession of a drug should not be more damaging to an individual than the use of the drug itself; and where they are, they should be changed.
